Took me a while to complete this due to a number of distracting factors, but here it is. Yurika Kirishima from Capcom's Rival Schools series. Gotta love that drill hair.

I think this could have come out a lot better, though.

Wish I'd had the chance to play this game, her design always struck me as awesome.
