For a bit of context this is the Wonder Woman version of the new string of "Absolute" series DC has been doing for various heroes, essentially putting them in Alternate universes (Honestly I've found hers, Superman's, and Batman's all pretty good, haven't read the new Flash one yet). This version tells of Diana being the only survivor of the Amazons and given to the sorceress Circe as a baby who proceeded to raise her in the underworld. She ends up going to the surface to save it from some monsters, and this causes her to be pulled back down by Hades and put on trial. She shrugs him off until the very end when he reveals he has Circe as a prisoner. The angle makes it hard to tell if she's wearing some kind of leather or metal muzzle, or if it's cloth but she's clearly gagged, seemingly in a "keep the magic user from reciting any spells" scenario.
