That "A Cop and His Donut" clip got me exploring more of the old Cartoon Pilot shows that Billy and Mandy got there start on. And so found some DiD in a pilot from Oh Yeah! Cartoons titled Thatta Boy:

At about the 5:20 mark a group of female robbers gets tied up in Thatta Boy's HQ. Three of them tied up together and one dangling from a hook. It looks more like a Super Villain tied them up than a hero
