This is an annual to an ongoing series starring Cassie Cain (who was once Batgirl and then went by Black Bat, then Orphan for a few years and is now Batgirl again) and Stephanie Brown (who was Spoiler, then briefly Robin, then briefly dead, then Batgirl). This annual sees Stephanie Brown (who swapped minds with Cassie, so Cassie is in her body) drink a drugged drink and then wind up tied up and tape gagged in the back of a car. We never see her bonds but the tape gag is featured prominently.
Yes, a murder mystery which involves the League of Assassins and Steph's father, the Cluemaster, also has a "Freaky Friday" mind swap plot attached. Because comics. Just pretend it is just Steph to make things easier.

For the record, the only people who know that Cass and Steph swapped minds are Barbara Gordon and Batman. Because Batman must know everything. Also, it seems that Steph is mostly wearing her old Spoiler costume, just with a bat-symbol on her chest to claim a better name.
The story continues in BATGIRLS #13 so there may be more tape gagged fun there. A pretty convoluted story with a pretty sweet DID scene!

Wow - great to see another Steph scene after all this time! I dropped this from my pull list just before the Annual was released, but the plot hinted at something like this. Great to see it deliver a full treatment scene for us. Babs had an OK chair tie earlier in the series but as a gag snob it just didn't clang my bell. Thanks for sharing!

The scene is confirmed to be continued in Batgirls #13 according to the preview already shown.

Next issue dropped today and Steph's body (the mind swap ends over the course of the issue) spends the entire issue tied up, only losing her gag on the very last page. However she's still tied up at the end so this treatment may well continue.
